Europe needs not only to expand strategic fuel reserves and diversify supply routes, but also to maintain a certain level of its own oil and gas production. According to Valdo Randpere, such an approach could increase the EU’s resilience to external shocks and strengthen the continent’s energy security.
This was stated in a comment to Guildhall by Estonian MP Valdo Randpere.

“A pragmatic approach to domestic oil and gas production should also be part of the equation. While the long-term transition to cleaner energy remains important, maintaining a certain level of local production increases resilience and reduces the impact of external shocks.”
Randpere stressed that Europe must prepare for crises in advance, rather than only after supply disruptions have already occurred.
“Europe should expand strategic fuel reserves and ensure access to them under crisis conditions. Supply routes must continue to be diversified, with greater attention paid to protected and resilient infrastructure.”
“Cooperation with NATO allies is especially important when it comes to protecting sea lanes and coordinating logistics.”
According to him, contingency planning must directly take into account scenarios involving prolonged disruptions on key global routes, including the Strait of Hormuz.
“Emergency planning must directly account for scenarios in which key global chokepoints, such as the Strait of Hormuz, are disrupted for an extended period of time.”
He also noted that the main lesson for Europe is the need to build resilience in both energy and defence well in advance.
“From Estonia’s point of view, the lesson is clear: resilience must be built in advance. Crises do not wait for policy adjustment, and this applies equally to both energy and defence planning.”
Earlier, in a comment to Guildhall, Estonian MP Valdo Randpere said that against the backdrop of risks around the Strait of Hormuz and the broader instability of global supplies, Europe is still only partially prepared for a scenario in which a military crisis directly affects fuel supply for the armed forces, logistics, and the security of transport routes.
