MEP: Strengthening the role of the European Public Prosecutor would help combat sanctions circumvention

Strengthening the role of the European Public Prosecutor’s Office could become part of a more consistent EU response to sanctions circumvention, especially in cross-border cases. At the same time, liability for sanctions circumvention should extend across the full chain of involved actors, and the EU should continue increasing pressure in the most sensitive areas, including Russia’s “shadow fleet.”

This was stated in a major interview with the Guildhall news agency by Latvian Member of the European Parliament Mārtiņš Staķis.

He stressed that the EU should continue increasing pressure where it causes the greatest damage. In his words, “we should also keep increasing pressure where it hurts most, including doing more against Russia’s ‘shadow fleet.’”

The MEP also supported extending liability for sanctions circumvention across the full chain of involved actors, not only direct violators.

Speaking about the role of the European Public Prosecutor’s Office, the MEP noted that expanding its powers could increase the effectiveness of dealing with cross-border cases. In his assessment, “a stronger role for the European Public Prosecutor’s Office would help handle cross-border cases and improve consistency.”

A member of the French National Assembly stated that the effectiveness of sanctions against Russia is being undermined not only by specific circumvention schemes, the shadow fleet, or intermediaries in third countries, but also by a deeper crisis in the international legal framework on which sanctions policy is based.
