During the full-scale Russian invasion, strengthening of Ukrainian Armed Forced should be conducted through the provision of Soviet anti-missile defense systems by the third countries, which will subsequently be replaced with the new ones by the United States.
This was stated in the comment to Guildhall by Dr. Phillip Karber, PhD in Political Science and the President at the Potomac Foundation.
‘There are two aspects in relation to the supply of weapons to Ukraine. First, I think it’s legitimate to try to get planes. If you find me a plane in the country that is adjacent to you, I will get in the tractor and drag it on the road to get to you. So, I think, it’s important. Likewise, there are missiles that US doesn’t have but that you may be able to get from other countries. And you ought to try to do that as fast as possible. You may pay exorbitant amount, but it is what it is. So, I guess, it’s really important’, — he said.
‘The second aspect is that right now there is still the majority of the country, which is not under attack and not occupied. And you need to build up and create territorial forces in those areas, particularly urban areas, small towns, even small hamlets on the roads. You need to get them weapons, munitions and try to get them anti-tank weapons. I will help in any way I can to get those things so that the territorial forces are accelerated and they have something more than just rifles’, — Dr. Karber commented.
‘Well, for the last three years I’ve been arguing if we should give you American F15s. So, my preference is F15, as it’s a nice airplane, it can go air-to-air, as well as air-to-ground. Also, if you can get them, Su-25s will do best for ground attack. You need to encourage anybody who has Mi-24s, which are the attack helicopters, and if they are a NATO member, to come to the United States. The United States has AH-64 – the attack Apache helicopters. And we have more than we currently have manpower for, so we have put them in reserve. Overnight we could put those on planes and get them to whatever country, that would then give you their attack helicopters. With the Black Hawks is the same thing as well as with the Mi-8s’, — the President of the Potomac Foundation stated.
‘As for the air defence, you need basically soviet era air defence systems. There are still a lot of countries around the world who have it. There are also S-300, but they are hard to replace. The Patriots, produced in the US, are very slow and extremely expensive. We don’t have enough Patriot for our own army, let alone for allies. And so allies will not give up their Patriots cause we can’t replace them with anything. And the other countries are not going to replace their S-300s unless they get Patriot. There are some predecessors for the S-300, which are still viable, — SA-6s, SA-10s, SA-11s. And for your territorials (territorial defence forces — ed.), you need to get RPGs and Carl Gustafs. The last ones are produced in Sweden and there are thousands of them in the Baltic area in particular. As for the RPGs, you can get anything from the RPG-7s to whatever the latest version. Get as many as you can and give those to the territorial forces’, — Dr. Karber said.
Previously, the MPs of the European Parliament said that in the context of the NATO refusal to introduce the no-fly zone over Ukraine the West shall prioritize the strengthening of air defense in Ukraine.
